Reykjanes Port Tariff

Valid from January 1, 2025

General provisions.

Article 1.

This tariff for Reykjanes Harbour is set pursuant to the authority in Article 17 of the Ports Act No. 61/2003. The tariff is aimed at ensuring that Reykjanes Harbour can have sufficient income to support the operation of the port, cf. Article 3, paragraph 5 of the Ports Act.


Regarding fees related to the size of ships.

Article 2.

When determining port dues according to the size of ships, the gross tonnage of the ship shall be based on the international tonnage certificate, which is issued in accordance with the provisions of the International Convention on Tonnage Measurement of Ships of 1969.

     

Article 3.

 

All ships must pay port dues to the port fund if they enter the port's boundaries and use its services.

 

Shipping costs.

Article 4.

 

Dockage dues: All ships shall pay a dockage due of ISK 23.39 per unit of measurement according to Article 2, but not more than twice a month.

     

Dock fees: All ships that dock at a dock or quay must pay the following:

 

Ships smaller than 20,000 GT ISK 12.85 per unit of measurement according to Article 2 for each 24 hours that the ship is moored. Ships larger than 20,000 GT ISK 16.11 per unit of measurement according to Article 2 for each 24 hours that the ship is moored.

 

 

It is permitted to charge berthing and dockage fees to ships and smaller boats as follows:

  • Ships and boats up to 30 GT as a monthly fee of ISK 12,280.- but never less than ISK 3,070.- per month
  • Ships and boats from 31 GT to 50 GT as a monthly fee of ISK 20,450.- but never less than ISK 5,113.- per month.
  • Ships and boats of 51 GT or larger never pay a fee lower than ISK 6,150 per month.

 

 

The fee for berthing foreign guest boats at the harbor edge is €50 for each 7 days started.

 

Ships and boats that dock and are without a seaworthiness certificate pay five times the dock dues starting from the first month of berthing at the harbor edge, six times the dock dues starting from the second month of berthing at the harbor edge, seven times the dock dues starting from the third month of berthing at the harbor edge, eight times the dock dues starting from the fourth month of berthing at the harbor edge, nine times the dock dues starting from the fifth month of berthing at the harbor edge and ten times the dock dues for each month of berthing at the harbor edge thereafter. The harbor director is authorized to waive this provision in the tariff if special circumstances justify it.

 

Triple dock fees may be imposed on ships and boats that request long-term berthing for activities other than fishing.

 

The fee for boats under 6 meters in length for private rental at the floating pier in Gróf is ISK 10,038.- per berth for each month started. The minimum monthly fee in this payment category is ISK 2,510.-.

The fee for boats 6 meters long or longer for private rental at the floating pier in Gróf is ISK 15,606.- per berth for each month started. The minimum monthly fee in this payment category is ISK 3,902.-.

Boats that take more than one berth at the floating pier in Gróf pay a fee according to the above multiplied by the number of berths.

The size criteria for boats permitted to berth in Gróf at any given time are based on their length and estimated weight at berth. The maximum length is 10.5 meters, while the weight at berth is based on the subjective assessment of the port staff at each time.

 

A fee is charged for trailers with or without boats that are stored in designated open areas at Reykjaneshöfn, ISK 4,000.- per month. For trailers with or without boats that are stored in closed areas at Reykjaneshöfn, ISK 12,000.- per month.

 

Goods charges.

Article 5.

 

Cargo duty shall be paid on all goods transported from a ship to a shore or from a shore to a ship, or from one ship to another, within the limits of the port, with the exceptions that may be specified later.

 

Article 6.

 

For goods that, according to a ship's manifest, are destined for another port, domestic or foreign, but are left ashore for up to seven days, freight charges shall only be paid when the goods are brought ashore.

 

Exempt from this fee are goods temporarily placed ashore due to damage to a ship.

 

Article 7.

 

These products are completely exempt from excise duty:

 

  1. Packaging, such as fish baskets, empty containers, etc., that are returned.
  2. Oil, provisions and other necessities for ships' own use.
  3. General mail and tourist luggage.
  4. Waste from ships that is brought ashore for destruction.

 

Article 8.

 

Freight charges shall be calculated by weight or value, including packaging, and for each shipment separately.

 

The ship's manifest shall be used when calculating the freight charge. The ship's captain or ship's clerk is required to provide the port's treasurer with a copy of the manifest.

 

If there is no cargo manifest to distribute, the master shall issue a certificate of manpower for the quantity of goods loaded or unloaded from his ship. If the harbour master deems it necessary, he may at any time have the quantity of goods determined in a manner he deems most appropriate. If the quantity of goods proves to be more than stated, the cargo owner shall pay the cost.

 

If more than one type of product is included in a shipment and is not itemized, the freight charge shall be calculated based on the type for which the highest charge is payable.

 

Article 9.

 

Goods shall be classified for excise duty as specified in the excise duty schedule and the duty shall be paid as stated therein:

 

Product price list:

 

1st category. Fee ISK 493.- per ton:

Bulk cargoes of bulk materials, unloaded or loaded by conveyors, pumping or dump trucks, such as fertilizer, diatomaceous earth, coal, coke, quartz, loose grain, ores and other minerals, salt, sand, cement, alumina, wood chips, water, pumice, algae meal, and waste (scrap iron, etc.) transported for recycling.

2nd category. Fee ISK 585.- per ton:

A full load of liquids pumped ashore or on board a ship, such as gasoline, fuel oils (gas oil and jet fuel).

Category 3. Fee ISK 852.- per ton:

Fish oil and fish meal.

Category 4. Fee ISK 993.- per ton:

Heavy goods, such as sacks, crude iron and steel, fishing products, lubricating oils, marine products, agricultural products, raw materials for industry and construction, packaged and canned foods, non-alcoholic beverages and fruit.

Category 5. Fee ISK 2,652.- per ton:

Other products not specified in 1. – 4. fl.

A discount of up to 50% shall be granted for the transport of work equipment within Iceland. Freight charges are not payable on tourist vehicles, as the owners travel on the same vessel.


Category 6. Fee 1.60%.

Marine catch landed on land or on board a ship in the port area for processing or export, including fish and fry from fish farms. The fee is calculated on the total value of the catch.


The fee for frozen catch from freezer trawlers and farmed fish is calculated on half of the total value.

The fee for salted fish is calculated based on double the weight and the fee for containerized fish is calculated based on the estimated total price.

The seller of the catch must submit a report on the sold catch to the harbour master as soon as the sale has taken place or at least monthly, for example a copy of the catch report to the Directorate of Fisheries. The catch fee becomes due as soon as the catch is landed. The seller is responsible for paying the catch fee and the catch fee must be paid no less frequently than monthly.

 

The minimum value for calculating the catch fee is based on the exchange price of the Icelandic Market Price Authority.

 

Passenger fee.

Article 10.

 

Passenger fees shall be collected upon arrival and departure of passengers through Reykjanes Harbour.

  • The passenger fee for each adult on passenger boats is ISK 300.-
  • The passenger fee for each child on passenger boats is ISK 150.-


Passenger vessels must submit a report on the number of passengers on a monthly basis. If a report on the number of passengers is not submitted for that month, the minimum number of passengers for calculation is 100 adult passengers on each ship arrival during the month.

 

Harbor fees.

Article 11.

 

Harbour dues shall be paid according to the following tariff:

 

  1. For navigation to the port, to a quay or berth, ISK 7,779.- per ship, plus ISK 10.43 per gross ton. For navigation from a quay or berth and from the port, the same fee is paid. The minimum fee under this section is ISK 57,278.-.
  2. For a guided tour of the harbor, half the fee according to point a shall be paid.

 

If the harbour master grants the master of a ship, which is subject to the obligation to provide pilotage according to the Port Regulations for the Port of Reykjanes No. 1430/2024, an exemption from pilotage, a 25% discount is granted from the tariff for pilotage fees.

 

Tugboat service.

Article 12.

 

All vessels arriving at Reykjaneshöfn are required to use a tugboat when arriving at and departing from the pier. The tugboats that service Reykjaneshöfn are the Reykjaneshöfn tugboat Auðunn (7.6t), the Hafnafjarðarhöfn tugboat Hamar (15t), the Faxaflóahöfn tugboats Haki (40t) and Magni (87t). The Reykjaneshöfn harbormaster decides which boat or boats are used at any given time based on the size of the vessels and weather conditions.

For the service of a tugboat from Reykjanes Harbour for transporting a pilot within the service area of the harbour to ships arriving at the harbour or from a ship departing from the harbour, the fee is ISK 94,000 per hour. The minimum fee is one hour and then the fee is for each half hour started thereafter. For the service of other tugboats, the fee is according to the tariff of the relevant harbour.

 

For Reykjaneshafn tugboat service in the Reykjaneshafn port area on weekdays between 08:00 and 17:00, ISK 94,000.- is paid for each started hour of service. For Reykjaneshafn tugboat service in the Reykjaneshafn port area outside of that period, ISK 159,000.- is paid for the first started hour of service and ISK 94,000.- is paid for each started hour of service thereafter. The minimum fee is one hour and then is paid for each started half hour after that. On major holidays, a 75% surcharge is added to the relevant fee.

 

Other services provided by the Reykjanes Port tugboat are subject to contract.

 

The port's tugboats are in service and under the responsibility of the vessel or party they are assisting from the time they receive the line or instructions from the person being assisted until the line is released or instructions are given that the assistance is complete.

 

Anchorage fees

Article 13.

 

  • The fixed fee for each person working during the day is ISK 28,950.-.
  • The fixed fee for each person working overtime is ISK 58,500.-.
  • On major holidays, a 100% surcharge is applied on top of the fixed overtime rate.


The number of people at each service is determined by the port authorities and depends on the size of the ship and other circumstances at any given time. If the departure or entry of a ship is delayed from the stated time without notification having been received by the harbor pilot at least 1 hour in advance, the full mooring fee may be charged per mooring person.

 

Maritime safety.

Article 14.

 

Reykjanes Port charges, cf. Maritime Safety Act No. 50/2004, for the cost of protecting ships.

           

Ship security: Fixed fee ISK 73,000.- for each ship's arrival.

Cargo protection: A 20% surcharge on freight charges shall be paid for cargo protection.

 

For watchkeeping services on all ships, the shipowner shall pay the following security fees:

     

Security: Fixed fee ISK 12,350.- per security guard per hour during daytime hours.

Fixed fee ISK 17,850.- per security guard per hour for overtime.

On major holidays, a 100% surcharge is added to each hour of overtime.

The minimum time for security guarding during daytime and overtime is 4 hours.

 

Water, electricity and landing crane fees.

Article 15.

 

  • Water charges:
  • Cold water NOK/m3 651.-
  • Cold water – minimum service fee ISK/change 3,255.-
  • Cold water for small boats per landing ISK 651.-
  • Hot water ISK/m3 1,251.-
  • Hot water – minimum charge per service ISK 6,255/change
  • Electricity sales:
  • Electricity consumption ISK/kWh 27.79
  • Electricity consumption – minimum charge without meter ISK/hour 1,251.-
  • Landing crane fee for small boats ISK/landing 1,399.-

 

General delivery of oven-specific services is on weekdays from 08:00 to 17:00. Delivery that takes place at a time other than the preceding hours is classified as overtime and is paid for accordingly. The hourly rate for overtime per hour is ISK 14,631.- and the minimum time for this service is four hours. On major holidays, a 100% surcharge is added to the relevant overtime.

 

Vogargöld.

Article 16.

 

  • General weighing ISK/ton 389.-
  • Registration fee for registration in Gafl ISK/ton 389.-
  • independent parties weigh ISK/ton 39.-
  • The lowest fee for individual weighing of fish is ISK/weighing 2,723.-
  • Lowest fee for weighing goods/equipment ISK/weighing 3,226.-
  • Weighing and registration fee at the Fish Market ISK/kg. 0.40

     

General delivery of oven-specific services is on weekdays from 08:00 to 17:00. Delivery that takes place at a time other than the preceding hours is classified as overtime and is paid for accordingly. The hourly rate for overtime per hour is ISK 14,631.- and the minimum time for this service is four hours. On major holidays, a 100% surcharge is added to the relevant overtime.

 

Ice cream delivery fees.

Article 17

 

Ice delivery is at the Ísturn gate in Njarðvík Harbour in containers or vehicles provided by the buyer. Transportation with containers provided by the buyer to and from berths within the port area is offered, if the buyer places the container on and takes it off where applicable.

 

  • Ice sales to boats and fish processing ISK/kg. 12.90
  • Ice cream sales in tubs 460 liter tub ISK/tub 2,995.-
  • Ice cream sales in tubs 660 liter tub ISK/tub 4,194.-
  • Ice cream sales in tubs 1000 liter tub ISK/tub 6,966.-
  • Ice transportation in carts within the harbor area ISK/car 1,525.-

Waste management fees, due to waste, sewage pollutants and cargo residues from ships.

Article 18.

 

Fishing vessels, pleasure boats not permitted to carry more than 12 passengers, warships, naval auxiliary vessels, vessels servicing aquaculture and state-owned or state-operated vessels used for public purposes, which call at the port shall pay the following fee for the reception and treatment of "domestic" waste from ships:

 

Boats up to 30 GT ISK/month 5,130.-

Boats 31 – 50 GT ISK/month 8,550.-

Boats 51 – 100 GT ISK/month 12,825.-

Boats larger than 100 GT ISK/month 14,800.-

Waste disposal fees are included in the above prices. The minimum fee in each category is 25% of the relevant fee per month.

     

For waste collected from the ship's side or left in the port area, a fee of ISK 18,500.- will be charged for transportation to a reception or disposal site within the town limits of Reykjanesbær. Waste disposal is charged according to the tariff of the relevant reception or disposal site.

 

For ships falling under Article 11 c. of the Act on the Prevention of Pollution of the Sea and Coasts No. 33/2004, ships shall pay the following:

 

a) Waste fee: Upon arrival at the port, the ship shall pay ISK 6.96 per GRT. This fee is for the purpose of monitoring and managing the port for the reception of waste. This waste fee includes the discharge of up to 1 m3 of general waste. The minimum fee under this section is ISK 27,840.- and the maximum fee is ISK 122,500.-.

 

b) Waste fee: The fee according to paragraph a. may be reduced if the environmental management, design, equipment and operation of the ship are such that the captain can demonstrate that less waste is generated on board. The fixed fee will then be 5.22 kr. per gross tonnage. The minimum fee according to this paragraph is kr. 25,405.- and the maximum fee is kr. 94,640.-.

 

c) Waste fee: Ships and boats that are under 60 meters in length, are not required to be piloted and have a permanent presence in the ports of Reykjanes Harbour shall pay a fixed monthly fee for monitoring and administration of the port for the reception of waste. The monthly fee shall be ISK 10,486.- per month.

 

d) Disposal fee: If the captain or owner of a ship wishes to receive waste from the ship in excess of that specified in paragraph a., he must contact an approved reception party as indicated by the port or request that the port handle the reception of the waste. The port's minimum fee for receiving waste is ISK 18,100.- per cubic meter started. If the captain or owner of a ship chooses to request the services of an approved party, he will pay the cost of that service. The captain and/or owner of a ship is responsible for returning a completed form regarding the quantity and type of waste to the port, but failure to do so may result in a notification to the Environment Agency.

 

e) Disposal fee: Ships that are exempt from the fee obligation according to Article 17, Paragraph 2, Clause 1 of the Ports Act shall still pay for the discharge of waste and its disposal, cf. Article 18, Paragraph 1 of the Tariff.

 

f) The captain or owner of a ship that has received an exemption from the Environment Agency regarding the return of waste or notifications according to Articles 2 and 3 of this tariff must present valid confirmation to that effect.

 

Rental of container areas, gravel areas and harbor cover.

Article 19

 

Defined container areas.

Storage on gravel area ISK 125.- per m2 per month.

Storage in an area with a paved surface ISK 165.- per m2 per month.

 

Gravel surfaces and harbor cover

Containers, fishing gear, carts, boats, trailers and other things that use gravel areas and harbor covers for a longer or shorter period of time pay ISK 62.50 per m2 for each started 7 days in the relevant area. The minimum fee corresponds to an area of 10 m2 or ISK 625.- per each started 7 days in the relevant area.

 

Land lease.

Article 20.

 

The land rent is based on the property valuation of the land, but the annual rent is determined by the Port Authority and is currently 2% of the property valuation of the land, but not less than ISK 96.00 per m2, based on the construction index (base 2010) of 136.5 points in January 2018. The amount shall change based on the construction cost index as it is in January each year. Land larger than 15,000 m2 are exempt from the minimum land rent fee. Collection of land rent begins upon delivery of the land. Land rent is not subject to value added tax, cf. Section 8, Article 2, of Act No. 50/1988 on Value Added Tax.

 

Pollution in marine areas

Article 21.

 

The polluter shall pay all costs of cleaning up pollution incidents in accordance with the Act on Prevention of Marine and Coastal Pollution. This may include costs for the work of Reykjanes Port employees, purchased work from other parties, as well as costs for the use of equipment and necessary materials for cleaning.

 

Services provided

Article 22.

 

Reykjanes Harbour provides general service 24 hours a day, every day of the year, in accordance with the terms of this tariff. The exception to this is from 12:00 on Christmas Eve, December 24, to 12:00 on Christmas Day, December 25, and from 12:00 on New Year's Day, December 31, to 12:00 on New Year's Day, January 1, each year. During these times, service is only provided in urgent or emergency cases, as determined by the Harbour Master at any given time.

 

About the collection and payment of port dues

Article 23.

 

The Harbour Master is responsible for the collection of all harbour dues and shall pay the dues at the harbour office. If the dues are not paid on the due dates, the highest legally permitted interest may be charged on the debt.

 

Article 24.

 

The captain and owner of a ship are responsible for paying the fees payable to the Port of Reykjanes for the ship. The captain is obliged upon arrival at the port to provide the port authority with information about the ship in accordance with the provisions of paragraph 5 of Article 33 of Regulation No. 326/2004 on port affairs and to hand over to the port authority the ship's nationality and registration certificate, if the port authority therefore requires insufficient information from the captain, and the port authority has the right to retain the certificates until the fees are paid. Delays and losses resulting from this are solely the responsibility and expense of the payer of the accrued fees.

Accrued fees must be paid before a ship leaves the port, and no captain can expect to receive payment for his ship from the district magistrate or customs officer unless he proves with a certificate from the port manager that he has paid all his fees to the port.

 

Article 25.

 

Freight is payable on all goods that are unloaded, delivered or transported, or otherwise transported by sea or land, within the limits of the port. The freight is calculated as a debt to the ship before the ship sets sail, unless otherwise specifically agreed. Freight is the responsibility of the carrier and delivery of goods without payment of freight is his responsibility.

If goods are transferred from one ship to another, the person unloading pays the freight charge.

Cargo duty on goods arriving at the port becomes due when the vessel carrying the goods arrives at the port, and cargo duty on goods leaving the port becomes due when the goods are loaded onto the vessel. The captain and ship's officer are not permitted to deliver the goods until the duty is paid.

 

Article 26.

 

All fees according to this tariff may always be secured by enforcement after a court order. The shipping fees are secured by a legal lien on the relevant ship or insurance money. This lien shall be valid for two years before contractual liens, cf. the provisions of the 2nd paragraph of Article 21 of the Ports Act No. 61/2003. Reykjanes Port is authorized to demand further security for payment of accrued fees if deemed necessary.

 

Article 27.

 

All charges in this tariff are exclusive of VAT. Reykjaneshöfn is obliged to collect VAT on all charges in this tariff, cf. Section 3, Article 3, of Act No. 50/1988 on VAT. Foreign fishing vessels and passenger ships sailing abroad are excluded.

 

 

 

 

Effective date

Article 28.

 

This tariff for Reykjanes Port is approved by the Port Authority on December 12, 2024, in accordance with the Port Act No. 61/2003 and Article 37 of the Port Regulation No. 326/2004.

The tariff will enter into force on 1 January 2025 and will be published for all interested parties to follow. At the same time, the tariff for Reykjaneshöfn will expire on 1 January 2024.
